If you can't create a new floor plan, chances are that you are not an administrator or architect with privileges to create new floor plans. Only architects and administrators can create new plans. The point of real estate edition is to support the sale of existing properties, so having an end user (home buyer) create a plan from scratch would not align well with that goal.
